Tauscher choice for key Obama post

Rep. Ellen Tauscher, of Alamo, is the Obama administration's pick for a key State Department post for arms control issues.
Tauscher is regarded as one of the most knowledgeable members of Congress on the nation's nuclear arsenal and a moderate who walks a fine line to balance support for nuclear weapons research at the Lawrence Livermore Laboratory, which is in her district, and the demands of peace activists.
"There is some skepticism among the nuclear control and disarmament community," said Christopher Paine, nuclear program director for the environmental group Natural Resources Defense Council.
Paine nonetheless called the pick a good one.
"Certainly, she has the potential to do a terrific job," Paine said.
Tauscher has not been vetted for the job, a process that can take weeks or months. The position also requires Senate confirmation. If Tauscher is appointed, a special election would be held to replace her for the rest of her two-year term ending January 2011.
The choice of Tauscher was first reported by The Associated Press. Congressional sources confirmed the AP's story for MediaNews.
If confirmed as undersecretary of state for arms control and international security, Tauscher would serve as a senior adviser on arms control, nonproliferation and disarmament issues to the president and Secretary of State Hillary Rodham Clinton, whom Tauscher supported in last year's Democratic presidential primaries.

Experts said that among the tasks Tauscher would take on would be working with Russia to reduce nuclear stockpiles in the two countries, dealing with countries who might be seeking nuclear power and trying to limit small arms markets around the world.
The highest profile arms control challenges — Iran and North Korea, for example — would more likely be dealt with within the White House between President Barack Obama and the National Security Council, said Steven Weber, director of UC Berkeley's Institute of International Studies.
"There's some other issues we don't want to forget about," Weber said.
Developing a coherent approach to nations that are seeking nuclear power — and that therefore could eventually develop nuclear weapons — could be a key task facing the next undersecretary, Weber said.
"It's wrong to say you can wall off military uses for nuclear power," he said. "It's going to be managing the process inside the government and coming up with a coherent position for the government."
Tauscher, 57, was first elected to Congress in 1996 after an upset of two-term Republican incumbent Bill Baker. Tauscher, a wealthy former investment banker, spent $1.7 million of her own money on the election.
The chairman of a coalition of centrist congressional Democrats, Tauscher has remained moderate on political issues, occasionally angering more liberal members of her party.
Tauscher chairs the strategic forces subcommittee, which oversees the nation's nuclear weapons.
"She knows the U.S. nuclear arsenal better than probably any other member of Congress at this point," said Stephen Young, a senior analyst at the Union of Concerned Scientists. "She doesn't have as much background on arms control as other candidates, but I expect her to be a quick study."
Some activists remain unsatisfied with Tauscher's stances on issues ranging from the war in Iraq to bankruptcy reform and have called in recent years for someone to challenge her in a Democratic primary election.
She was challenged in last year's general election by Republican Nicholas Gerber of Moraga, who got 31.1 percent of the vote.
The 10th District includes much of eastern and central Contra Costa County as well as Livermore in Alameda County; Dixon, Fairfield, Suisun City and Elmira in Solano County; and Isleton and Walnut Grove in Sacramento County. The most recent voter-registration reports show the district is about 47 percent Democrat, 29 percent Republican and 20 percent decline-to-state.

    Dear Secretary Bowen,

    On August 7th 2014 I completed forms with the Walnut Creek City Clerk Suzie Martinez for City Council.  Everything was done properly.

    On Monday I returned to get for nomination signatures and was told I could only submit 30 signatures.  The answer was in-congruent with prior information as I'd planned to collect 100 to be safe.

    I believe part of this was a honest mistake that could have been overcome but when attempting to clear up other matters with Planning and Police Department eventually was escorted from the building and told not able to return for the rest of the day.

    Members of the City Council, Staff and WCPD have attempted arrest, threats of arrests, false allegations of assault and have been this resident from accessing city records, called police when attempting to speak at public hearings, falsely informed officers that meeting was closed, attempted to arrest Bennett for disturbing meeting that had not started.

    The CHP Threat Assessment has been investigating incidents since July 2011 accident that was attempted murder, are well aware of incidents in Walnut Creek, mugging of clients, roommates and long list of deaths since first meeting in 2011.  State Senator Mark DeSaulnier sent TAU to Bennett after Bennett faced off with officers with guns with clear threat of Bennett's safety.

    On Monday a WCPD officer admitted to knowing about my 2004 arson case and that it was arson all along.  They've been co-conspirators all along or failed in their duties and WC city council failed to protect this resident

    Catalina Torres survived domestic abuse and became a strong advocate for a nonprofit group that helps victims of domestic violence.
    "She was a battered woman who became an advocate," said Maria Preciado, Torres' close friend. "She took negative experiences and turned them into positive things."
    In a tragic turn of events, the 44-year-old STAND Against Domestic Violence volunteer lost her life Saturday, an innocent bystander in a deadly domestic disturbance involving her cousin's estranged husband.
    The Contra Costa County Sheriff's Office identified Felix Sandoval Jr., 49, of Martinez, as the gunman who fatally shot Torres and Martinez police Sgt. Paul Starzyk in an apartment behind Elegant Hair Design salon, located at Pacheco Boulevard and Morello Avenue. Police shot and killed Sandoval in the same unit.
    More details emerged Sunday in the triple shooting that stunned the county hub and its small police-force.
    Officers were called to the salon about 11:35 a.m. Saturday on reports of a domestic disturbance. Sandoval broke the salon's front window with his hand and entered holding a gun, police said. According to witnesses, he was looking for his estranged wife, salon owner Margarita Sandoval.
    Martinez police Chief Tom Simonetti said Felix Sandoval, who was waving the gun around, never fired a shot in the salon, but confronted his teenage daughter in the parking lot behind the salon and told her he was going to kill his wife and his other children. Sandoval ran to an upstairs apartment on the opposite side of the parking lot where Torres, an unidentified woman and three of Sandoval's children were, the chief said.
    Moments later, Starzyk and a K-9 officer arrived at the scene. They heard gunshots and climbed the stairs to the apartment.
    "If we know there's violence of this nature going on, in the old days it was lock it down and call for SWAT. But they made the correct decision that there were people's lives in danger and they needed to get in there," Simonetti said.
    A gun battle erupted as the officers attempted to enter the apartment and Starzyk was shot twice, Simonetti said. When a third officer reached the apartment he saw Sandoval, who also had been shot, lying on the floor with the gun still in his hand. When Sandoval moved, the officer shot and killed him, the chief said.
    Sandoval and Torres died at the scene. The children, who were hiding in a closet, and the second woman were uninjured, police said.
    Felix Sandoval owns the apartment building, but it was unclear who lived in the apartment where the shootings happened, Simonetti said.
    According to Contra Costa County Superior Court records, Margarita Sandoval requested a restraining order against Felix Sandoval in July 2007. She filed for divorce a month later and the order was extended until 2010. A settlement conference was scheduled for Oct. 27.
    Margarita Sandoval could not be reached for comment.
    Sheriff's office spokesman Jimmy Lee said autopsies will be performed today to determine the causes of death.
    Elegant Hair Salon, which sits next to a tattoo parlor on a nondescript strip mall, has established a reputation in Martinez as the top hair styling spot, especially for proms and other social events, clients said.
    On Sunday, the door was closed and wooden boards covered the broken window. Patrons and Torres' friends laid flowers at the entrance of the salon where Torres worked part time. One message read: "Our prayers are with all of you during this sad time. May God be with you all."
    Torres, nicknamed "Cata" by family and friends, was divorced with children and had just become a grandmother, her friend Preciado said.
    She fought through dyslexia and graduated from Diablo Valley College, then returned to campus to teach math, her friend said. She participated in Puente, a club encouraging minority students to continue their education by transferring to four-year colleges.
    "From third grade and on, I could never get math, but she could teach you. The way she did it, she made it so easy," said Delin Finley, Torres' former student. "She knew what it was like to not be able to learn."
    A mile away at the Martinez police station, well-wishers placed flowers and lit candles in memory of Starzyk near the entrance.
    Starzyk, a 12-year veteran of the force and a married father of three small children, began his law enforcement career as a Martinez cadet. Budget cuts forced him to join another department, but he returned to Martinez and became a member of the Central Contra Costa Narcotics Enforcement Team. Starzyk, 47, also supervised field training officers who work with new recruits.
    Starzyk is the second officer in Martinez police department history to be killed in the line of duty. The first fatality was in 1973.
    Starzyk's death has hit the close-knit department hard and grief counselors are available, Simonetti said. Officers from Pleasant Hill, Concord and the California Highway Patrol will patrol Martinez streets for the next day or two.
    Police are working closely with Starzyk's family to plan his funeral, which is tentatively scheduled for Thursday. They are also setting up a college fund for Starzyk's children, Simonetti said.
    "The people of California are forever indebted to Paul's tireless service, and we will never forget his selfless dedication to public safety," Gov. Arnold Schwarzenegger said in a statement Sunday. Flags flew at half-staff at the Capitol.
