Pitching for Bin Laden
Now there is a new and demonstrable connection, but it is not the kind that the Bush Administration had in mind. In fact, it is more likely to fuel the speculations of conspiracy theorists than it is to put their fears to rest. It turns out that a money trail runs—albeit rather circuitously—from the lucrative business of rebuilding Iraq to the fortune behind Osama bin Laden. Bin Laden’s estranged family, a sprawling, extraordinarily wealthy Saudi Arabian dynasty, is a substantial investor in a private equity firm founded by the Bechtel Group of San Francisco.
Bechtel is also the global construction and engineering company to which the U.S. government recently awarded the first major multimillion-dollar contract to reconstruct war-ravaged Iraq. In a closed competitive bidding process, the United States Agency for International Development chose Bechtel to rebuild the major elements of Iraq’s infrastructure, including its roads, railroads, airports, hospitals, and schools, and its water and electrical systems. In the first phase of the contract, the U.S. government will pay Bechtel nearly thirty-five million dollars, but experts say that the cost is likely to reach six hundred and eighty million during the next year and a half.

When the contract was awarded, two weeks ago, the Administration did not
mention that the bin Laden family has an ongoing relationship with
Bechtel. The bin Ladens have a ten-million-dollar stake in the Fremont
Group, a San Francisco-based company formerly called Bechtel
Investments, which was until 1986 a subsidiary of Bechtel. The Fremont
Group’s Web site, which makes no mention of the bin Ladens, notes that
"though now independent, Fremont enjoys a close relationship with
Bechtel." A spokeswoman for the company confirmed that Fremont’s
"majority ownership is the Bechtel family." And a list of the corporate
board of directors shows substantial overlap. Five of Fremont’s eight
directors are also directors of Bechtel. One Fremont director, Riley
Bechtel, is the chairman and chief executive officer of the Bechtel
Group, and is a member of the Bush Administration: he was appointed this
year to serve on the President’s Export Council. In addition, George
Shultz, the Secretary of State in the Reagan Administration, serves as a
director both of Fremont and of the Bechtel Group, where he once was
president and still is listed as senior counsellor.
Rick Kopf, the general counsel of the Fremont Group, which manages some
eleven billion dollars in assets, confirms that the bin Laden family
invested about ten million dollars in one of Fremont’s private funds
before September 11, 2001. He noted that the bin Laden family has not
enlarged its stake since then, but he declined to provide additional
details about its association with the firm. He also chose not to
discuss the origin or the nature of the relationship between the bin
Laden and Bechtel families, both of which made fortunes in huge
construction projects in the Arab world. The Fremont Group evidently
does not go in for connecting the dots. As Kopf said, "Ownership is
private and is not disclosed."

Enterprises has formed a half-billion-dollar venture-capital company to
fund telecommunications startups in North America and Western Europe.
Bechtel
officials would not confirm how much the company has committed to the
project, but sources say that the San Francisco engineering giant has
committed more than $500 million to the new firm, dubbed Incepta.
Incepta will be
based in Seattle and headed by John DeFeo, former principal at a
venture-capital advisory firm, and former president and chief executive
of US West NewVector Group, a domestic cellular subsidiary of
Denver-based US West Inc.
DeFeo was responsible for the cellular and paging operations and for developing wireless communications strategies for US West.
"Bechtel is Incepta's founding investor and only shareholder at this time," DeFeo said.
Currently with
25 employees, Incepta will fund about two to four companies a year with
investments of about $10 million to $50 million each and will take a
board seat on each of them, DeFeo said.
Bechtel is counting on the companies getting additional funding from other investors, he said.
Incepta is
looking at existing startups as well as generating ideas to form new
companies. It will differ from traditional venture-capital firms in that
it not only provides the seed funds, but also the expertise to guide
companies to an initial public offering or eventual acquisition.
"We can provide
money for a great idea, provide active support for management issues and
tap into Bechtel resources for technical and marketing strategies,"
DeFeo said.
Josh Lerner,
professor of business administration for Harvard Business School, said
Bechtel joins a surge of companies that are setting up similar
investment operations.
"There has been a surge of activity in corporate venture-capital financing," Lerner said.
Companies are
deciding they do not need to acquire companies with new technologies but
are funding them to keep abreast of their developments, Lerner said.
"We want to
create a portfolio of businesses which in five years will have a value
of $5 billion to $10 billion," said Ric Helthall, manager for United
States, Canada and global telecommunications for Bechtel Enterprises for
Bechtel Enterprises. "The Bechtel name should give the companies
credibility when applying for other funding.

SAN FRANCISCO — One-stop telephone service Advanced TelCom
Group filed for bankruptcy protection Thursday and said it will try to
sell the company while it dismantles an expansion that backfired in the
high-tech slump.With its Chapter 11 bankruptcy filing, Santa Rosa-based ATG becomes the latest casualty of an economic downturn that has been especially harsh on telecommunications companies selling Internet equipment and services.
Founded in 1998, privately held ATG offers local and long-distance phone service as well as high-speed Internet access over digital subscriber lines in small and medium-sized cities in eight states. The company has more than 35,000 customers and about 400 employees, down from a peak of 700 workers six months ago.
ATG plans to lay off another 100 workers this month, said Executive Chairman Gary Cuccio, who was hired in late 2001 to try to turn around the company.
The company plans to pull out of four states — New York, Connecticut, Virginia and Maryland. ATG customers in those states already have been notified that they need to find new providers. ATG has about 5,000 customers in those Eastern states, Cuccio said.
The company will focus on the markets in the four states — California, Nevada, Oregon and Washington — where it has been losing the least amount of money, Cuccio said.
At least five bidders have expressed interest in buying all or part of ATG, Cuccio said. “Hopefully, by limiting our liabilities, we will be more attractive,” Cuccio said.
ATG has about $220 million in liabilities and $190 million in assets, Cuccio said. The company burned through about $500 million in venture capital and loans before landing in bankruptcy court, Cuccio said.
Other Internet service providers to succumb to bankruptcy during the last two years include NorthPoint Communications, Covad Communications, Rhythms NetConnections and ExciteAtHome. Meanwhile, major telecom equipment suppliers such as Cisco Systems, Nortel Networks and Lucent Technologies have laid off thousands of workers while suffering huge losses.
A group of telephone industry veterans led by Clifford Rudolph founded ATG to fill a perceived void in smaller markets traditionally neglected by the telecom industry.
The company quickly built a network of 21 offices through a series of acquisitions, including Baltimore, Md.-based NewComm Inc., Olympia, Wash.-based OlyWa, Reno, Nev.-based SourceNet and the Pacific Northwest customers of FairPoint Communications.

U.S. officials are asking how a Hellfire missile used in a training mission in Europe has ended up in Cuba.
The Wall Street Journal reported Thursday that U.S. officials have asked the Cuban government to return the Hellfire missile. The report says it marks one of the most mysterious disappearances of sensitive U.S. military technology.
U.S. officials say the dummy missile was mistakenly shipped from Europe to Cuba in 2014. They say developer Lockheed Martin sent the missile to Spain. The NATO military used it in a training exercise. The missile was then to be returned to Florida. But, it disappeared after it was sent on a long journey through Europe.
By the time officials noticed the missile was missing, it was already traveling from Paris to Havana on an Air France flight.
The Wall Street Journal reports that U.S. officials are investigating whether the disappearance resulted from mistakes or whether spies or criminals were involved.
One U.S. official told the Associated Press that Lockheed Martin made a shipping error. The official said the United States is working with the company to return the missile.
The Hellfire missile did not contain explosives. But it did have sensors and targeting technology. U.S. officials say they fear the technology could be reconstructed. Officials are also concerned that Cuba would share the technology with other governments, such as North Korea.
The United States and Cuba ended diplomatic relations in 1961, but reopened relations on July 15, 2015. However, distrust remains between the two governments.
